COP28 opens in Dubai: global call for ambitious climate action

The 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) officially commenced on Thursday, November 30, extending until December 12. This international gathering welcomes not only state representatives but also non-state actors, including industry leaders, private sector representatives, academics, experts, and youth advocates. The diverse participants aim to encourage decision-makers to commit to more ambitious climate action.

Highlighting the urgency, the United Nations emphasized that climate change poses significant threats, especially to pregnant women and children.

 Three UN agencies jointly stressed the serious health risks faced by pregnant women, babies, and children due to escalating climate disasters globally.

An innovative feature of this conference is the «Faith Pavilion», where religious dignitaries participate, fostering a global dialogue among leaders of different religions to engage them in combating climate change.

The COP28 agenda comprises three main events: the inaugural session, the World Climate Action Summit (WCAS) bringing together Heads of State and Government on December 1 and 2, and the High-Level Segment on December 9 and 10.

During the latter, country leaders will present national declarations related to COP28, the Kyoto Protocol (CMP 18), and the Paris Agreement (CMA 5).

Thematic debates during the conference will cover diverse subjects, including health/rescue, recovery, and peace; finance/trade/gender equality/accountability; energy, industry, and just transition; urbanization and the built environment/transport; youth, children, education, and skills; nature, land use, and oceans; and food, agriculture, and water.

In adherence to the Paris Climate Agreement, COP28 will introduce the first-ever Global Report Card, providing a comprehensive assessment of progress toward climate goals.

The conference marks a crucial turning point in the global battle against the worsening climate crisis, offering an opportunity to assess the state of the planet and chart a sustainable course for the future.

Simon Stiell, the UN’s Executive Secretary for Climate Change, emphasizes that the stocktake is crucial for ensuring each party meets its obligations under the Paris Agreement, guiding them on the necessary actions to achieve their goals.

Beyond the Global Assessment, COP28 aims to make progress in various areas, including refining the financing mechanism for loss and damage, advancing global financing targets, promoting an equitable energy transition, and addressing the emissions gap.

The United Arab Emirates, as the host country, will lead efforts to create a clear roadmap for global energy transition and inclusive climate action.

In a COP first, the Emirati organizers have invited around a thousand business leaders, including those from the oil and gas sector, to a two-day event alongside the Global Climate Action Summit on December 1 and 2.
