Burkina-Faso /Council of Ministers: Adoption of a decree to ensure transparency in the management of the Patriotic Support Fund

On February 14, 2024, Captain Ibrahim TRAORÉ, the Transition President and Head of State of Burkina Faso, chaired the Cabinet meeting where they examined and approved several crucial issues.

Under the Ministry of Economy, Finance, and Prospective, various draft decrees were adopted.

These included the decree on the management of deposit accounts of funds in the Public Treasury, the decree authorizing the application of preferential treatment on capital gains from the revaluation of balance sheets as per Article 195 of the general tax code, and the decree amending the decree creating the Patriotic Support Fund (FSP).

According to Mrs. Fatoumata BAKO/TRAORE, Delegate Minister in charge of the Budget, the modification of the decree creating the FSP introduces significant innovations.

One of these innovations is the inclusion of the FSP in the State budget for the 2024 fiscal year through the creation of a special allocation account.

This decree now designates the Minister of Finance as the revenue ordinator and the Commander of the Brigade for Patriotic Watch and Defense (BVDP) as the expenditure ordinator.

The incorporation of the Inspectorate General of the Armed Forces is part of integrating certain recommendations from control institutions related to the FSP.

This innovation aims to establish more «transparency to reassure the population that the resources we receive are well-managed», emphasized the Delegate Minister in charge of the budget.

Under the Ministry of Energy, Mines, and Quarries, the Council of Ministers adopted a report on the management of the mine rehabilitation and closure fund, another on a request for authorization for the sale of state mining assets, and an oral communication proposing measures to ensure a secure supply of electrical energy in Burkina Faso.
