Unanimous adoption of the 2024 budget in Burkina Faso: Priority given to defence and the humanitarian crisis

On December 15, 2023, Dr. Ousmane Bougouma, the President of the Transitional Legislative Assembly, presided over a plenary session to review and vote on the initial state budget for the year 2024 in Burkina Faso.

According to the report from the Transitional Legislative Assembly’s Finance and Budget Commission, the budget stands at 3,019.1 billion CFA Francs in revenue and 3,657.6 billion CFA Francs in expenditures, resulting in an overall budget deficit of -675.5 billion CFA Francs, equivalent to -4.6% of the nominal GDP.

Total budgetary revenues show a 13.33% increase compared to 2023, reaching 3,156.5 billion CFA Francs in 2025 and 3,397.3 billion in 2026.

Budgetary expenditures rise by 13.03% between 2023 and 2024, projecting 3,599.2 billion CFA Francs in 2025 and 3,861.5 billion CFA Francs in 2026.

The 2024 budget bill  is estimated at 2,982,118,770,000 XOF in revenues, including 2,754,794,830,000 CFA Francs in ordinary revenues and 227,323,940,000 CFA Francs in extraordinary resources, representing a 13.33% increase from 2023.

Projected expenditures for 2024 are assessed at 3,657,594,012,000 CFA Francs, an increase of 421.68 billion CFA Francs (13.03%) compared to 2023.

The budgetary savings amount to 509.7 billion CFA Francs in 2024, reflecting an improvement of 236.6 billion CFA Francs compared to 2023.

Despite a challenging context, the government  of Burkina Faso emphasized its commitment to sustainably finance development, with a focus on restoring territorial integrity and managing the humanitarian crisis.

The budget aligns with this ambition by allocating 29.49% to the defense and security sectors in 2024, compared to 12.49% in 2016.

The initial budget bill for 2024 was unanimously adopted by the deputies of the Transitional Legislative Assembly.
