Gabon/Tax Revolution: Towards an innovative electronic VAT invoicing

Gabon’s Ministry of the Economy is preparing to modernize the control of electronic invoicing for VAT  (value-added tax) . The aim of this initiative is to improve the collection and monitoring of tax data within the General Directorate of Taxes (DGI). To this end, a call for expressions of interest has been issued, inviting qualified firms to participate in the development and implementation of this innovative solution.

According to the details provided by the Ministry, the chosen service provider will have to design and implement a complete e-invoicing control solution.

This solution will include an invoice certification system that will enable the tax authorities to collect, process, analyze and verify data from electronic invoices.

 In addition, taxpayers will be able to register and certify their invoices online, in compliance with legal references such as the General Tax Code and Finance Acts.

In addition to developing the solution, the selected service provider will have to install the necessary software and adapt procedures and organization to ensure smooth operation of this new approach.

To ensure a smooth transition to the new system, training will be provided in Libreville for all those involved.

This three-month project is being financed by a loan from the African Development Bank (AfDB) as part of its “Support for the Development of the Information Society” project.

This initiative is part of a wider context in which Gabon is seeking to modernize its administrative procedures with a view to simplifying tax collection.

The transition to electronic invoicing for VAT promises to improve the efficiency and transparency of tax operations, while contributing to the country’s digital transformation.

The firms described have until September 15, 2023 to submit their applications and take part in this strategic project for Gabon’s economic future.
