DRC: Focus on the social aspects of Judith Suminwa’s government between now and 2028

Prime Minister Judith Suminwa’s government team is prioritizing social initiatives during President Félix Tshisekedi’s second term. The administration aims to create 6.4 million jobs by 2028, capitalizing on existing employment opportunities while economic reforms take root.

Unveiling her action plan, the Prime Minister emphasized that the Congolese economy must generate an average of 1.5 million jobs annually from 2024 to 2030 to absorb the influx of young workers and reduce underemployment.

Currently, labor market data in the DRC indicates a significant employment gap. Out of a nearly 27.5 million strong active workforces, only 4% are employed in the formal economy, 72% work in the informal sector, and 24% are unemployed.

From 2005 to 2012, the active workforce grew by 4.6%. Public sector employment saw a slight increase, whereas jobs in private formal enterprises remain scarce.

To achieve these ambitious targets, the government has outlined several key initiatives, including the establishment of modern agricultural cooperatives in sectors and chiefdoms, a youth investment program in agro-industry, equipping agricultural business incubation centers, and rehabilitating youth agricultural brigades nationwide.

The new government consists of 54 members from a majority coalition in the National Assembly, known as the Sacred Union of the Nation, which supported Félix Tshisekedi in the December 2023 general elections.

This includes 30 new ministers, 15 returning ministers, and 9 who have been reassigned to different roles.
