Chad: Prime Minister Succès Masra unveils his government programme

On January 18, 2024, Prime Minister Succès Masra unveiled his government program before the National Transitional Council, serving as the parliament.

In his address, the Prime Minister candidly pointed out the deficiencies in the Chadian administration, labeling it as «archaic».

Prioritizing administrative reform, he outlined several measures aimed at modernizing it.

These initiatives encompass performance contracts, fostering accountability to citizens, setting an example of leadership, ensuring an independent judiciary, and introducing digitalization to public administration, all with the overarching goal of ushering in a «new Chad».

Education and healthcare, identified as key priorities, will witness a boost in their budget allocations.

Succès Masra emphasized the pressing need to address issues related to energy, security, and employment.

Throughout his comprehensive two-hour speech, the Prime Minister delineated four strategic pillars for his administration: elevating education to a sacred cause, reassessing healthcare and the nation’s economic landscape, fortifying judicial measures, and advancing the efficacy of governmental initiatives.

Prior to presenting his program, Succès Masra leveraged social media platforms to solicit input from the population, inviting them to express their expectations and pinpoint the three priority sectors for governmental investment.

This inclusive approach resonated positively with citizens, who, based on gathered opinions, expressed a consensus on revitalizing education, healthcare, and electricity sectors before delving into other considerations.

A central mission of the Succès Masra government is steering the nation back toward constitutional order, including the organization of upcoming elections.

While the presidential election is slated to occur within the year, a specific date is yet to be confirmed.
