Burkina Faso: The general mobilization ‘s decree signed by the head of state

The President of Burkina Faso, His Excellency Mr. Ibrahim Traoré, signed on Wednesday, April 19, 2023, the general mobilization and warning’s decree” as announced by the Council of Ministers on April 13, 2023.

This decree will last one year and allow the requisition of young people «aged 18 and over» to join the Army and continue the fight against terrorism.

The objective is to defend territorial integrity, restore security throughout the Burkinabe territory, and ensure the protection of populations and their property against the jihadist threat.

According to the text of the decree, members of the Defense and Security Forces (FDS in French), whether on active duty or not, as well as physically fit young people aged 18 or over who are not members of the FDS, will be «called up to enroll as needed by the competent authorities» to continue the war against terrorists.

Indeed, one of the fourteen articles of the decree, states that populations can also organize themselves, under the supervision of defense and security forces, to defend their locality against any form of threat, particularly terrorist groups.

 This also stipulates that «individual and collective rights and freedoms guaranteed by laws and regulations may, in certain cases, be restricted or limited».

In addition to the general mobilization and warning, president Ibrahim Traoré through this decree, «called for public or private citizen initiatives of solidarity and contributions to the national effort to fight terrorism, particularly in areas facing major security challenges».
