Togo : Revision of the Law on the Profession of Architect to Strengthen the Contribution to Social Housing
On January 12, 2024, the Togolese Council of Ministers studied and approved the draft revision of the law on the architectural profession. The primary objective of this revision is to involve architects more in the government-initiated social housing construction project.
The current law governing the practice of the architectural profession, Law No. 90-02 of January 4, 1990, will be amended to take into account developments in the sector. This initiative is part of the implementation of Project P7 from the government’s roadmap, which aims to build 20.000 affordable homes. The significant involvement of architects in this project requires appropriate legislative adaptation.
The bill adopted by the Council of Ministers defines conditions to better organize the architectural profession in Togo. It envisages a reorganization of the professional framework, as well as adjustments in the missions and conditions of practice for architects.
Among the innovations introduced by this bill, there are changes in the organization of the oath, the composition of the supreme council of the order, and the procedures for the establishment rights of foreign architects. These adjustments align with Directive No. 7/CM/UEMOA of December 16, 2005, which concerns the free movement and establishment of architects from the West African Economic and Monetary Union (UEMOA).
