Ambitious public service reform in Togo : Enhancing attractiveness and maximizing performance

The Togolese government has launched a reform of the General Status of the Civil Service, adopting a new bill during the latest cabinet meeting on December 20, 2023. This initiative aims to modernize and strengthen the Togolese civil service by addressing the shortcomings of the current status in force since 2013. Embedded in the government’s roadmap for 2020-2025, the reform aims to attract and develop skills and talents within the public administration.

The proposed adjustments seek to improve the overall coherence and implementation of the General Status of the Civil Service, promote a culture of performance and productivity through assessments based on predefined criteria, strengthen the system of continuous training and development of civil servants throughout their careers, and enhance recruitment procedures to attract and retain talent.

This overhaul also aims to « improve, among other things, the overall coherence and implementation of the General Status of the Civil Service, promote a culture of performance and efficiency through assessments based on predefined criteria » as stated in the council’s press release. Additionally, it introduces the creation of a health council for the civil service.

Preceded by a thorough analysis of the current legal and institutional framework of the civil service, as well as extensive consultations with stakeholders, this revision will be submitted for review by the members of parliament.
