Burkina Faso’s decisive step: Mandating NGO accounts with treasury to bolster security and transparency

In a regional context marked by growing insecurity and the fight against terrorism, the Burkinabe authorities have taken a decisive step by adopting a draft decree requiring all approved Non-Governmental Organizations (NGOs) and associations to open and hold their operational accounts exclusively with the Treasury Deposits Bank. This commendable measure signals a clear will by the state to strengthen financial transparency and clean up funding channels in a country facing significant security challenges.

This new regulation primarily aims to ensure the traceability of funds received and used by NGOs and associations.

In an environment where terrorist groups sometimes manage to infiltrate aid circuits or indirectly benefit from funding, this measure will allow the state to more rigorously track the origin and destination of financial flows passing through these structures.

Furthermore, it contributes to the prevention of money laundering, fund embezzlement, and the financing of illicit activities or those contrary to public order.

This is a strategic tool of financial governance, which not only secures the movement of funds but also reinforces the state’s sovereignty over the economic and social sphere.

This reform is also a strong signal to Technical and Financial Partners, who are often concerned about the proper management of resources allocated to NGOs.

By guaranteeing better visibility on the use of funds, Burkina Faso strengthens trust with its partners and aligns itself with international standards of governance and transparency.

Admittedly, some voices may raise concerns about an administrative burden or a risk of state interference.

However, it is essential to recall that national security is paramount. In the current context, every enhanced control measure is a weapon against terrorism and its multiple offshoots.

This decision by the Burkinabe authorities deserves praise. It demonstrates that the fight against terrorism also involves increased vigilance over financial circuits.

By ensuring better oversight of financial flows, Burkina Faso is equipping itself to curb covert funding and protect its territorial integrity.
