Burkina Faso / Industry, innovation and governance: key takeaways from the Council of Ministers meeting

The Council of Ministers of July 2, 2026, resulted in several strategic decisions aimed at accelerating the reforms underway in Burkina Faso. Convened under the presidency of Captain Ibrahim Traoré, the government adopted measures touching on education, industry, public administration, and humanitarian action. These decisions reflect the determination of the authorities to strengthen national capacities while improving governance in sectors deemed priorities.

Among the major announcements is the creation of the Faso Technological Academy.

Placed under the direct authority of the Presidency of Faso, this institution of excellence will train specialists in cutting-edge fields such as cybersecurity, aeronautics, metallurgy, nuclear science, and mining trades.

The objective is to develop a highly skilled workforce capable of supporting industrialization and innovation.

The government also approved the creation of CIM-SAHEL, a mixed-economy company designed to regulate the cement market.

Endowed with a capital of five billion CFA francs, majority-owned by the State, this structure is tasked with combating speculation, ensuring regular supply, and supporting the completion of numerous infrastructure projects across the country.

On the administrative front, two decrees clarified the organization of working hours.

The standard administrative working hours remain unchanged, while the continuous working day is now clearly regulated and applicable to both the public and private sectors, with a time slot set from 7:30 a.m. to 2:00 p.m.

Finally, a new decree regulates humanitarian interventions in order to strengthen national sovereignty.

It establishes mandatory accreditation for organizations, prioritizes actions that promote beneficiary self-reliance, encourages local procurement, and further protects the dignity of vulnerable persons by limiting the use of their images.
