BURKINA FASO: HIGHLIGHTS FROM THE COUNCIL OF MINISTERS MEETING OF 16 OCTOBER 2025

OUAGADOUGOU – The Council of Ministers convened in an ordinary session in Ouagadougou Burkina Faso on Thursday, October 16, 2025, from 09:00 AM to 12:12 PM, under the presidency of His Excellency Captain Ibrahim TRAORE, President of Faso, President of the Council of Ministers. The Council deliberated on items on its agenda, heard oral reports, made appointments, and authorized foreign missions.
DELIBERATIONS
I.1. UNDER THE AUTHORITY OF THE PRIME MINISTER
The Council adopted two draft decrees concerning:
- The dissolution of the National Center for the Coordination of the Early Warning and Response Mechanism.
- The dissolution of the Strategic Steering Council of the Presidential Initiative “Ensuring every school-age child at least one balanced meal per day”.
The National Center for the Coordination of the Early Warning and Response Mechanism was created on December 29, 2021. Following Burkina Faso’s withdrawal from ECOWAS, its dissolution is necessary to align institutional frameworks with the country’s new regional commitments.
The Strategic Steering Council of the Presidential Initiative was created on December 7, 2021. The transfer of its operational functions to the Ministry of Primary Education necessitates its dissolution.
I.2. UNDER THE AUTHORITY OF THE MINISTRY OF DEFENSE AND VETERANS AFFAIRS
The Council adopted a decree modifying the statutes of the mixed-economy company “Textiles des Forces du Burkina Faso”. « TEXFORCES-BF». This amendment authorizes the national hydrocarbon company to invest 7 billion CFA francs to fund the company’s operationalization.
I.3. UNDER THE AUTHORITY OF THE MINISTRY OF ECONOMY AND FINANCE
The Council adopted three reports:
- The 2026 draft finance law, with revenues of 3,431.5 billion CFAF and expenditures of 3,918.3 billion CFAF.
- A draft decree requiring NGOs to hold all accounts with the Treasury Deposits Bank for financial traceability and to combat illicit financing.
- A draft decree updating fees for judicial acts and services to ensure equitable access to justice.
I.4. UNDER THE AUTHORITY OF THE MINISTRY OF FOREIGN AFFAIRS
The Council approved the appointment of Mr. Saad Misfer Ahmed ALMIMONI as the Ambassador of the Kingdom of Saudi Arabia to Burkina Faso.
I.5. UNDER THE AUTHORITY OF THE MINISTRY OF JUSTICE
The Council adopted a decree establishing conditions for obtaining permanent resident status, a prerequisite for acquiring Burkinabe nationality.
I.6. UNDER THE AUTHORITY OF THE MINISTRY OF INDUSTRY, TRADE, AND HANDICRAFTS
The Council adopted five decrees concerning:
- The renaming and capital increase of the sugar company SOSUCO.
- Approval of SOSUCO’s statutes.
- A mechanism for setting guaranteed minimum prices for agricultural products.
- A capital increase for the TEXFORCES-BF textile company.
- Modification of the decree establishing TEXFORCES-BF.
I.7. UNDER THE AUTHORITY OF THE MINISTRY OF ENVIRONMENT, WATER, AND SANITATION
The Council examined a draft law on carbon initiatives to create a legal framework for carbon credit transactions and assert national sovereignty over carbon potential.
ORAL REPORTS
II.1. Ministry of Health reported on a successful malaria prevention campaign, achieving 99.33% coverage for children.
II.2. Ministry of Humanitarian Action announced the 3rd National Forum for the Elderly, scheduled for October 27-28, 2025.
II.3. Ministry of Secondary Education communicated on:
- Measures to promote technical and vocational training.
- Results of special exam sessions for students from conflict-affected areas, with success rates of 73.55% and 40%.
II.4. Ministry of Higher Education announced the 15th National Forum on Scientific Research, scheduled for October 22-26, 2025, with Mali as the guest country.
III. APPOINTMENTS
The Council made numerous appointments across various ministries, including:
- Advisors to the National Financial Intelligence Unit.
- Directors for penitentiary administration.
- Directors for external trade.
- Secretaries-General for universities.
- An Administration and Finance Director for the National Volunteership Program.
- Members and Presidents to the Boards of Directors of several public institutions.
