Togo: ‘Protect, Unite, Transform’ – Prime Minister Faure Gnassingbé’s approach to shaping Togo’s future
Since the advent of the Fifth Republic, President Faure Essozimna Gnassingbé has steered Togo onto a trajectory of economic and social transformation structured around a clear ambition: to double the average standard of living of Togolese citizens and reduce the poverty rate below 15% by 2040. This vision, articulated around the triptych “Protect, Unite, Transform” presented during his address to the Nation on December 30, 2025, rests on a conviction affirmed by the Head of the Executive himself: “There can be no development without security, nor lasting security without social justice.”
This philosophy translated, as early as June 11, 2026, into a government seminar held in Djamdè, in the Kozah Prefecture, dedicated to the strategic levers for accelerating national development.
Enriched by World Bank diagnostics and analysis of successful international experiences, such as Vietnam, South Korea, Cambodia, and Mauritius, the proceedings finalized the major orientations of the 2026-2031 government roadmap.
The President of the Council emphasized the need for an integrated approach to development, recalling that agricultural modernization, for example, simultaneously requires roads, energy, storage capacities, appropriate financing, and human skills.
This method is also reflected in the regular functioning of the Council of Ministers, frequently convened to examine structuring reforms aimed at strengthening public governance and modernizing the business environment.
Decentralization occupies a central place in this dynamic, with the Head of the Executive advocating for a strengthening of the role of municipalities and regions, in order to bring public decision-making closer to citizens.
These efforts have not gone unnoticed by Togo’s international partners. The United Nations System has commended the country’s progress in the Human Development Index, the consolidation of the Fifth Republic’s institutions, and the improvement of the business climate all signals that confirm the coherence of a Togolese strategy resolutely oriented toward inclusive and sustainable growth.
