Mali takes major step toward state Modernization – A key pillar of President Assimi Goïta’s transformation agenda

Mali has achieved a major milestone in its state modernization efforts, a cornerstone of the transformation drive led by President Assimi Goïta. This digitalization initiative, a clear priority since the beginning of the transition, aims to profoundly modernize public services, enhance administrative efficiency, and ensure equitable and secure access to civil and social rightsparticularly for citizens in rural areas.
Under the guidance of the steering committee, the government has unveiled two strategic tools: civil registry management software and an Integrated Human Resources Management System (SIGRH).
These initiatives reflect the unwavering commitment of General Assimi Goïta to build an effective, transparent, and digitally sovereign administration.
Securing civil records: A digital leap forward
Led by the National Agency for Securing Civil Registry Documents, in collaboration with the Civil Registry Data Processing Center (CTDEC), an innovative software system is being developed for healthcare facilities and civil registry offices.
This platform will digitize the recording of births, marriages, and deaths, ensuring reliability, traceability, and security of civil documents.
This marks a decisive step in combating administrative informality, particularly in rural areas long marginalized by the traditional system.
Modernizing public sector HR Management
Meanwhile, the SIGRH initiates a fundamental reform of human resources management for both state institutions and local governments. By interconnecting HR services through a central server and deploying fiber-optic infrastructure, Mali is breaking away from archaic practices while laying the foundation for a responsive, fair, and efficient public service.
Bridging the Gap between state and citizens
These projects underscore President Goïta’s determination to bring the state closer to its citizens especially in rural areas by streamlining procedures and strengthening local governance.
Through digitalization, Mali is advancing toward inclusive development, where every citizen can access their rights with dignity, modernity, and even a single click.
