Mozambique: President Daniel Chapo, the architect of an African energy hub
Under the leadership of President Daniel Chapo, Mozambique is asserting itself as the continent’s new energy powerhouse. By laying the foundation stone for an ambitious gas strategy in the Rovuma Basin, the Head of State is not merely exploiting a natural resource. The bet on a regional energy hub is colossal. More than $50 billion in gas investments are now converging on Cabo Delgado province, making the Rovuma Basin one of the world’s largest liquefied natural gas (LNG) projects.
International oil majors – TotalEnergies, Eni, ExxonMobil – are closely monitoring each step of this rise, aware that Mozambique is on track to become a regional center for energy production, transport, and processing.

But President Chapo does not reduce this challenge to a mere export story. Through the Local Content Law, he imposes a strong political requirement: that the country’s mineral wealth directly benefits Mozambican SMEs, the national workforce, and communities long excluded from industrial dividends.
This legislation constitutes a real test of redistribution, designed to break the cycle of the “resource curse” that too often plagues hydrocarbon-producing countries in Africa.
By requiring operators to integrate local suppliers, train Mozambican technicians, and anchor added value within the country, Chapo is turning gas gold into a lever for shared development.
This model is already becoming a benchmark. From Senegal to Tanzania, from Namibia to Angola, several producing countries are watching Maputo’s path with keen interest.
Mozambique is demonstrating that it is possible to combine global competitiveness with national inclusion, industrial modernity with social justice.
Ultimately, President Chapo’s action in the energy sector goes far beyond managing a gas field. It places Mozambique on a trajectory of regional power, where every dollar invested becomes a promise of employment, every megawatt produced a breath of sovereignty, and every international partnership a pact of national dignity.
