Burkina Faso: The RELANCE Plan 2026–2030, a catalyst for economic sovereignty and security

On Friday, May 8, 2026, the Legislative Assembly of the People of Burkina Faso held a plenary session in Ouagadougou, chaired by Ousmane Bougouma, President of the institution. The deputies heard a government presentation on the new National Development Plan, called RELANCE 2026-2030, with a total estimated cost of 36,190 billion FCFA.

Presented by the Minister of Economy and Finance, Aboubacar Nakanabo, this framework marks, in his words, the new entry of the country into an unprecedented phase of its history: that of productive sovereignty, national industrialization, and economic recovery.

The plan is built around four strategic pillars. The first pillar aims to consolidate security, social cohesion, and peace.

To achieve this, the State plans to recruit over 50,000 defense and security forces (FDS) personnel, an additional 60,000 Volunteers for the Defense of the Homeland (VDP), and more than 100,000 reservists.

The government also intends to strengthen intelligence and military capabilities, develop a strategic defense industry, and intensify security cooperation within the AES space, notably through the scaling up of the unified force.

Expected outcomes include the full reconquest of national territory by 2030, strategic autonomy in defense equipment, and the large-scale return and socio-economic reintegration of internally displaced persons.

The second pillar concerns the refoundation of the State and the improvement of governance.

The stated ambition is to build a more efficient, transparent, sovereign, and citizen-friendly State.

To this end, the plan relies on the massive digitalization of administrative procedures, 100% mobile network territorial coverage, the interconnection of financial administrations, the deployment of the “SMART CUSTOMS” solution to control customs procedures, and the full digitalization of the land registry.

 The government also intends to improve the corruption perception index from 41/100 in 2024 to 46/100 by 2030, and to streamline the issuance of land titles.

The third and fourth pillars (human capital development and structural transformation of the economy) complete this framework.

Through RELANCE 2026-2030, Burkina Faso thus equips itself with an ambitious roadmap to reconcile security imperatives, institutional refoundation, and economic sovereignty.
