DRC: When President Felix Tshisekedi demands the strict application of the Washington agreement and resolution 2773 at the UN

At the United Nations podium on Wednesday, September 24, 2025, the President of the Democratic Republic of Congo, Félix Tshisekedi, issued an urgent appeal to the international community.

He demanded the immediate and strict implementation of the Washington Agreement and United Nations Security Council Resolution 2773, stating that the situation in the DRC now bears all the hallmarks of a genocide.

According to him, the Rwandan army and the M23-AFC movement continue to massacre Congolese populations despite the adoption of this resolution.

For the Head of State, it is imperative that the United Nations fully assume its role to guarantee lasting peace.

“The withdrawal of Rwandan troops, the end of their support for M23, and the return of the Congolese state’s authority over all occupied zones are non-negotiable conditions for true peace,” he declared.

In his speech, Félix Tshisekedi also rejected any idea of impunity for those who have destabilized the DRC for more than three decades.

He emphasized that as long as the adopted decisions are not implemented, “the blood of the innocent will continue to flow.”

This statement reflects Kinshasa’s determination to secure the full application of the legal instruments already adopted by the international community.

Addressing the DRC’s new responsibilities within the UN, the president recalled that his country will sit as a non-permanent member of the Security Council for the 2026–2027 term.

In this capacity, the DRC intends to play an active and responsible role, described as “resolutely constructive and holistic.”

Two priorities will guide this participation: peace and security on one hand, and conflict prevention and resolution on the other. The country also plans to engage in the development and implementation of the New Agenda for Peace.

 The goal is to contribute to the reform of peacekeeping and peacebuilding operations, while strengthening the effectiveness of the UN’s collective security system.

Through this vigorous advocacy, the DRC reaffirms its determination to end the chronic instability plaguing its region and to establish itself as a key actor in building a more just and secure international order.
