Togo: A model of reforms for a business climate conducive to investment in West Africa

Through economic reforms led by President of the Council Faure Gnassingbé and his government, Togo has become a model for business climate facilitation in West Africa. According to the World Bank’s 2025 Business Ready Report, the country stands out among the continent’s leading reformers, with an overall score of 61.52 points. It therefore maintains its position as the leader in West Africa, ranking third in Sub-Saharan Africa, just behind Rwanda and Mauritius.

This progress reflects the ongoing efforts of Togo to improve the business environment through a strengthened regulatory framework, better service quality, and greater operational efficiency.

Among the areas in which the country excels are business creation, taxation, financial services, and dispute resolution; reforms that have invigorated the private sector and attracted increased foreign investment.

Nonetheless, challenges remain, particularly in the areas of international trade, competition, labor, and public services.

Togo is preparing to overcome these hurdles through new, ongoing reforms aimed at enhancing public sector efficiency and boosting business competitiveness.

The commitment of the government remains strong, with the assurance that these reforms will continue to bear fruit in the years ahead.

The Business Climate Unit expresses optimism, promising even more significant impacts for Togo in upcoming international assessments.
