Niger: Niamey strengthens sovereignty over natural resources

Brigadier General Abdourahamane Tiani, President of the National Council for the Safeguarding of the Homeland, recently signed an ordinance amending and supplementing Law No. 2022-033 of July 5, 2022, concerning mining legislation. This ordinance marks a crucial step in the reform of the legal framework governing mining activities in Niger, aiming to align existing laws with the strategic objectives of the National Council for the Safeguarding of the Homeland and the Government.

The ordinance signed by General Tiani reflects a commitment to strengthening Niger’s sovereignty over its natural resources. By revising the legal framework, the government seeks to ensure a more efficient and equitable management of the country’s mineral resources while attracting responsible and sustainable investments.

The ordinance also emphasizes environmental protection. New provisions require mining companies to implement rigorous environmental management plans, including measures for the rehabilitation of mining sites after the end of exploitation.

The new legal provisions mandate that mining companies contribute to the development of local communities. This includes the construction of infrastructure, support for local development initiatives, and the creation of jobs for residents in mining areas.

The reform introduces increased requirements for transparency and accountability. Mining companies are now required to regularly publish detailed reports on their activities, revenues, and tax contributions. This is aimed at combating corruption and ensuring that mining resources effectively benefit the Nigerien population.

The amendment of the mining law seeks to create a more favorable environment for the responsible and sustainable exploitation of the mineral resources of Niger. By strengthening controls, increasing state participation, and focusing on environmental protection and community development, the government hopes to attract high-quality investments that will contribute to the country’s economic growth and sustainable development.

Moreover, the emphasis on transparency and accountability is expected to enhance the confidence of investors and international partners while ensuring that the benefits of mining are equitably shared with the Nigerien population.
