Burkina Faso: Citizen monitoring – a new model for public participation in governance

Since the advent of the Progressive Popular Revolution, Burkina Faso has been experimenting with an original political innovation: citizen vigilance. Led by the National Coordination of Citizen Vigilance Associations (CNAVC), this dynamic transforms citizens into direct actors in security, the defense of institutions, and national development. A rare  if not unique  model on the African continent.

The moment of truth came in January 2026. Faced with an attempted destabilization foiled on January 9 in Ouagadougou, the CNAVC did not wait for instructions: its sections mobilized overnight in Ouagadougou and Bobo-Dioulasso to affirm their support for the President of Faso, Captain Ibrahim Traoré.

The national spokesperson, Labidi Naaba, summed up this doctrine in a blunt formula: “Attacking Captain Ibrahim Traoré is defying the people.”

A few weeks later, citizen vigilance became regionalized, with a confederal forum bringing together vigilante organizations from Burkina Faso, Mali, and Niger around the “strategic role of citizen vigilance in defending the sovereignty” of the AES space.

But the CNAVC does not limit itself to responding to crises. In the provinces, its sections carry out continuous groundwork.

In Bobo-Dioulasso, the executive bureau of the Houet section conducted more than 70 awareness, training, and citizen mobilization activities in just six months, helping to strengthen what its leaders call the “citizen conscience” of the populations.

In Toussiana as in Kaya, marches, popular cross-country races, and rallies now punctuate local life, combining institutional support, promotion of social cohesion, and the fight against destabilization maneuvers.

This territorial network, anchored down to the most remote communes, makes the CNAVC much more than an opinion relay: a genuine mechanism for the co-production of national security, where the ordinary citizen becomes a sentinel of sovereignty alongside the Defense and Security Forces.

By articulating informational vigilance, popular mobilization, and support for public policies, Burkinabe citizen vigilance outlines an unprecedented model on the continent: that of a governance where State security is no longer the preserve of institutions alone, but a responsibility fully shared by the people themselves.
