Togo / Adoption of the 2026 state budget: strong growth momentum

Recently, the National Assembly adopted the state budget for the 2026 fiscal year in its first reading, set at 2,751.5 billion CFA francs. Presented by the Minister of Economy and Finance, Georges Barcola, this draft represents a 14.8% increase compared to the 2025 budget. Although the initial estimate was set at 2,740.5 billion CFA francs, the adjustments made in committee were minimal and did not alter the overall structure of the budget, which remains balanced.

This budget aligns with the executive’s ongoing priorities, aimed at supporting economic growth, improving public services, and modernizing infrastructure.

Particular attention is given to economic transformation, with 407 billion CFA francs allocated to this strategic area.

Strengthening the state is also supported with 324 billion CFA francs, intended to ensure the effectiveness of public administration and its services.

Social policy continues to be a priority, with 48% of expenditures allocated to education, health, access to drinking water, energy, and social protection.

These funds are intended to consolidate recent progress and meet the growing needs of a young population, despite a challenging regional economic context.

Finally, while closely monitoring budget developments, the government is focusing on increasing domestic revenue to reduce dependence on external financing. Projects for 2026 will continue to prioritize ongoing investments.

The legislative process will proceed with a second reading in the Senate before the final adoption of the budget, scheduled for December 31, 2025.
