Togo accelerates State modernization with energy Ministry digitalization drive

Togo has taken a major step in modernizing its public administration with the November 5, 2025 launch of a digitalization program for the Ministry of Energy and Mineral Resources. This initiative reflects the government’s commitment to building a more efficient, transparent, and citizen-oriented state.

The pilot phase involves 31 services across five strategic entities, including the CEET (electricity utility) and regulatory agencies, demonstrating a pragmatic approach: test, adjust, then scale.

The program leverages national technical expertise, underscoring a commitment to digital sovereignty.

As emphasized by Cina Lawson, Minister of Public Service Efficiency and Digital Transformation, this reform represents a cultural shift replacing paperwork and delays with intelligent governance to make the state “more human, more accessible, more effective.”

Robert Koffi Messan Eklo, Delegate Minister for Energy, added that modern tools are essential for meeting public expectations.

The transition from manual to digital processes is expected to boost productivity, transparency, and economic attractiveness.

According to the government’s agenda, 75% of administrative procedures will be digitized by the end of 2025, with three ministries transitioning monthly starting in January.

Togo isn’t digitalizing to follow a trend; it’s doing so to serve citizens better, govern more effectively, and systematically build a stronger future.
