The Minister of Economy and Finance of Mali Minister Sanou presented to the Council of Ministers the results of his mission in Moscow from November 12th to 19th, 2023, highlighting significant progress in bilateral cooperations.

Accompanied by a delegation comprising ministers from various sectors, the mission aimed to participate in the International Transport Forum from November 14th to 16th, 2023, and to continue negotiations on commitments made by Russian state-owned companies during the previous mission in October 2023.

The outcomes are promising. A memorandum was signed, and discussions continued for the implementation of previously concluded agreements. In the aerospace sector, a memorandum of understanding and a confidentiality agreement were signed, with ongoing discussions to finalize the specifications.

To bolster energy production capacities, a 200 MWc solar power plant project was agreed upon with NOVAWIND. The solar plants in Bougouni and Sanankoroba will be constructed, and the construction of the 225 kV line should be completed by December 2024.

In the mining sector, two memorandums of understanding and a summary of conclusions are being implemented. Discussions regarding the supply of strategic products such as fertilizers, wheat, and petroleum products with companies Demetra and Demex are progressing, focusing initially on urea and petroleum products.

Regarding the transportation sector and the construction of a railway line, the company STM has submitted its technical offer, pending validation by the Malian side before the presentation of the financial offer.

These commitments will be followed up at the ministerial level to ensure successful implementation.
