Burkina-Faso/General Policy Statement: Apollinaire Kyelem de Tambela went to the essence

In Burkina, the Prime Minister of the Transition, Mr. Apollinaire Kyelem de Tambela, made the traditional Declaration of General Policy on Saturday 19 November. Convinced by his message, the deputies adopted the measures enacted by 64 votes FOR, 4 votes AGAINST and one abstention, thus enabling the Legislative Assembly of the Transition to strengthen itself.
The Head of Government, Mr Appolinaire Kyelem de Tambela, did not mince his words.
At the beginning of his speech, he warned the members of the Legislative Assembly of the Transition (ALT) that he had not come to make a string of promises.
Avoiding any « protocol speech », the Prime Minister asked the members of the ALT to « give the government the means of action to meet the aspirations of the Burkinabe people » throughout their mandate.
On the task at hand, the Prime Minister stressed that security is the top priority for this « combat government ».
The Head of Government drew the attention of ALT members to the need to work hard, clarifying to them that on the side of the legislative power, deputies should not be « management deputies ».
For him, the management of the territory from a security point of view is also their responsibility and to do this, « the main means will be directed towards securing the territory and the populations ».
To this end, « material and financial, as well as human, cultural and spiritual means » will be made available to them.
In view of these responsibilities, which should contribute to re-establishing the integrity of the territory, the Prime Minister also pointed out the insecurity that exists « in the cities, the streets » as well as the threats they pose to families on a daily basis.
The same concern was raised by the president of the transition, Captain Ibrahim Traoré, during the first contact with Appolinaire Kyelem de Tambela on a common objective within the framework of the « well-being of the Burkinabe ».
It is essential in a country that peace reigns so that harmonious development can take place.
In this regard, the peace of the Burkinabe becomes the sine qua non condition for any growth, the Prime Minister having also hammered that « peace without development is a fragile peace ».
To achieve this, Me Appolinaire Kyelem de Tambela made crucial proposals to the members of the ALT.
On what he sees as concrete measures, incentives and guidance to be put in place, the Prime Minister believes that « to ensure the well-being of the majority », we must not close our eyes to the realities that are theirs.
The above profound changes are necessary.
Like other areas, agriculture, livestock, road and rail infrastructure, health, education, culture, sport and social organisation will undergo new orientations for a more prosperous Burkina Faso.
In the same vein, Mr Appolinaire Kyelem de Tambela intends to fight against corruption.
The Head of Government then set as his third and final objective the improvement of the system of governance and asked Burkinabè to « dare to invent the future », citing the example of former President Thomas Sankara.
To do this, « a re-foundation of society » is necessary.
Acknowledging that « there can be no social cohesion in a society plagued by corruption », the Prime Minister also indicated that corruption creates inequalities that are not justified by the application of laws.
In addition to corruption, the current government wants to tackle the land crisis with a census as a solution, in order to « put some order in it ».
« In addition to citizenship education and the fight against corruption, we need to rethink our political system, » the Head of Government recommended.
Other important points addressed by the Prime Minister were the reduction of the state’s lifestyle, decentralisation, the reorganisation of the army and foreign policy.
