Togo: Work begins on a new public investment Program for 2027-2029

Togo has officially initiated the process of developing its new Public Investment Program (PIP) for the period 2027–2029. Launched on Wednesday, February 4, in Lomé, this crucial planning phase brought together key actors in public finance and strategic planning, marking the start of a three-year cycle of strategic reflection.

This triennial programming coincides with a period of institutional and strategic transition. It follows the completion of the Government Roadmap 2020–2025 and precedes the formulation of the next national development strategy.

As such, the PIP 2027–2029 is essential to ensure continuity in state action while preparing for the implementation of future national priorities.

During the opening session, Paneto Bèguèdouwè, Secretary-General of the Ministry of Development Planning, outlined the guiding principles.

He emphasized the need for the program to align fully with the strategic directions of the President of the Council while strictly adhering to the procedural manual governing the “selection, prioritization, and programming of public investment projects.”

This dual requirement aims to ensure both political coherence and technical rigor in the final portfolio of projects.

The core philosophy of this programming cycle is clear: priority will be given to improving the quality of public spending and selecting high-impact projects that tangibly benefit the population.

This approach reflects a drive to optimize resources and maximize the socioeconomic returns on state investments.

It builds on recent efforts to consolidate public finances, which have allowed Togo to sustain investments in key sectors while maintaining sound budgetary management.

The launch opens an intensive period of analysis, prioritization, and budgeting. The ultimate goal is to provide Togo with a robust, effective, and results-oriented planning tool; one that supports the economic and social development of the country in line with both government vision and the needs of its people.
