Togo intensifies anti-corruption efforts with specialized judicial training

Togo’s fight against corruption has entered a new phase with the launch of a two-day capacity-building workshop in Lomé for court clerks, prosecution secretaries, prison administrators, and correctional officers. Since June 19, 2025, these key judicial system actors have been engaged in intensive training on corruption prevention techniques.

Organized by the High Authority for the Prevention and Fight against corruption and Related Offenses (HAPLUCIA), the initiative forms part of Togo’s national strategy to strengthen integrity and transparency in public administration, particularly within the justice sector.

The program specifically highlights these professionals’ critical role in ensuring proper court and prison operations while emphasizing their ethical responsibility in maintaining public trust in judicial institutions.

You represent the silent but essential backbone of public justice services,” stated HAPLUCIA President Aba Kimelabalou during the opening session.

While less visible than judges or lawyers, these officials serve as frontline operators in procedural implementation and daily case management, making their integrity vital for preventing misconduct and ensuring fair justice.

Justice Minister Guy Mipamb Nahm-Tchougli endorsed the initiative, stressing that “anti-corruption efforts cannot succeed without individual commitment.” He emphasized the need for sustained collective action to eradicate this systemic threat to the rule of law.

Established in 2015, HAPLUCIA continues building a culture of probity in public governance.

This training program exemplifies Togolese authorities’ determination to transform the justice system into a true instrument of public confidence, stability, and sustainable development. The workshop incorporates practical case studies on identifying corruption risks in judicial documentation processes, prison administration protocols, and case file management systems.

Participants receive specialized instruction on international anti-corruption standards while analyzing local case examples. The curriculum emphasizes early detection mechanisms and whistleblower protection protocols tailored to Togo’s legal framework. This hands-on approach ensures participants can immediately apply learned techniques in their daily operations.
