Burkina Faso demands fundamental reform of UN partnership model

The government of Burkina Faso has formally criti the United Nations’ operational approach in the country, delivering a sharply worded diplomatic note that calls into question decades of development cooperation practices. Dated July 30, 2025 and addressed to the UN country team, the document articulates growing frustration with what officials describe as a paternalistic system that sidelines national priorities and local expertise.

At the heart of the dispute lies a fundamental disagreement about decision-making authority.

Burkina Faso authorities specifically cite recurring patterns where international staff assume leadership roles on nationally sensitive projects without meaningful government consultation.

The letter references several high-profile cases where foreign consultants were appointed to direct technical assistance programs despite the availability of qualified national professionals.

Equally contentious is the issue of personnel management during budget reductions.

Multiple sources confirm that recent UN downsizing disproportionately affected Burkinabe employees, particularly in middle-management positions, while international staff retained senior advisory roles.

This staffing approach has reportedly created tensions within several ministries where national experts find themselves subordinate to less experienced foreign personnel.

President Traoré’s administration is demanding concrete reforms to ensure UN activities fully align with the country’s 2025-2030 National Development Plan.
