Mali: The transitional Government formalizes compensation for legislative council members

General Assimi Goïta, the transitional president of Mali, has signed into law a new framework governing salaries and benefits for members of the National Transitional Council (CNT).

The legislation, designated as Organic Law No. 2025-037, was published in the official gazette on July 31 after being adopted by the transitional assembly on June 12 and subsequently validated by the Constitutional Court.

Under the new provisions, the CNT president will receive a base salary aligned with the highest pay grade in Mali’s civil service, supplemented by specific allowances for housing and transportation.

Other CNT members will be compensated at a level equivalent to senior administrative officials, with additional stipends for session attendance, housing, fuel, and a special status-based allowance.

Those holding leadership positions within the council, such as committee chairs or members of the executive bureau, will qualify for further supplementary payments.

The law includes a retroactive clause validating all benefits previously received by CNT members prior to its enactment while simultaneously repealing all prior regulations concerning the council’s compensation structure.

This development comes amid heightened public scrutiny of government expenditures during Mali’s extended transitional period, with civil society groups and international observers closely monitoring fiscal transparency.
