Burkina Faso launches specialized training on legislative drafting techniques

Ouagadougou hosted a crucial capacity-building workshop on June 17, 2025, focusing on enhancing government officials’ skills in crafting legislative and regulatory texts. The training program, organized by the General Secretariat of the Government and Council of Ministers, brought together senior administrators at the National School of Administration and Magistracy (ENAM) for a ten-day intensive session.
In his opening address, Minister of Territorial Administration and Mobility Emile Zerbo emphasized the critical importance of precise legal drafting.
“Poorly formulated texts lead to implementation challenges, conflicting interpretations, and costly litigation for the state,” warned the senior official.
He stressed the need to institutionalize “legistics” the science of normative drafting – as part of modernizing Burkina Faso’s public administration.
The curriculum covers essential modules including:
- Fundamental principles of formal and material legistics
- Key stages in developing normative instruments
- Legal compliance requirements
- Technical drafting of preambles, operative provisions, and final clauses
According to General Secretary Ousmane Ouattara, the initiative aims to equip 368 civil servants across ministries and institutions with practical tools for producing clear, coherent legislation aligned with constitutional provisions and international commitments.
The current June session will be followed by three additional trainings through September 2025, forming part of a broader effort to strengthen institutional capacity in legal and regulatory processes.
This specialized training underscores Burkina Faso’s commitment to improving governance through enhanced technical competencies in legislative drafting – a critical component for effective policy implementation and administrative reform.
